Second trusteeship

In 1940, municipal finances were in a critical state.  The budget deficit was increasing and banks refused to grant new loans. For the second time in little over twenty years, the city was placed under trusteeship by the provincial government. 

In May, the Administration was in the hands of the Quebec Municipal Commission.

Over the next four years, the Commission strived to set the city’s financial situation back on course and re-establish its reputation with banking institutions.
