Montréal’s financial difficulties

The Opposition was shaping up at the 1912 election.  It was now headed by populist councillor Médéric Martin, who was elected mayor in 1914.  The old patronage practices were still going strong at city hall, in spite of the existence of the Board of Commissioners.

The policy governing the annexation of neighboring cities, which was maintained throughout the 1910s, increased in turn the municipality’s financial burden.  Montréal annexed 23 municipalities between 1881 and 1921, and thus inherited the debts they had incurred.  Both 1916 and 1917 were thus deficit years.
